The CPSC explains the two rules that matter most at this age:

1. Under 3: toys intended for children under 3 cannot contain small parts. A small part is anything that fits entirely into a test cylinder sized like a young child’s throat.
2. Ages 3 to under 6: toys with small parts must carry a warning that they are not for children under 3, and why. The CPSC has required these labels on toys for this age since 1995.

So for a 2-year-old, look for a label that includes their age. For a 4-year-old with a baby sibling, a 3+ toy is fine for the older child but needs a shelf out of the baby’s reach.

Which dinosaur toys suit 1 and 2 year olds?

At this age, dinosaur gifts are about grabbing, pushing and splashing more than play scenes. Good fits include:

• Push and pull dinosaurs for new walkers
• Bath dinosaurs that float or squirt
• Chunky wooden or foam puzzles with a few large pieces
• Soft plush dinosaurs for the daytime (see the sleep note below)

Are button batteries and magnets a concern in dinosaur toys?

Yes, both are worth checking on light-up, roaring and walking dinosaurs.

Button and coin batteries. Reese’s Law sets federal rules at 16 CFR part 1263. Compartments holding these batteries must need a tool or at least two separate, simultaneous hand movements to open. Toys that meet the battery rules in the mandatory toy standard are exempt from that section, according to the CPSC FAQ, but the practical check is the same: a screwed-shut battery door.

Magnets. The mandatory toy standard (ASTM F963, made mandatory by the CPSIA of 2008) limits the strength of small loose magnets in toys. The CPSC warns that if a child swallows two or more magnets, they can attract each other inside the body, and many cases have needed surgery. Avoid magnetic building sets or loose magnets for this age.

Are plush dinosaurs good gifts for toddlers?

Plush is one of the easiest dinosaur gifts for this age. Some makers rate their plush from birth.
